Pflugerville's New City Hall Will Pour Its Coffee From Pecan Street

October 29, 2026

Pflugerville is about to open the largest public project in its history. The new City Hall opens to the public on Jan. 4, and The Monarch recreation center follows with a soft opening in mid-January. The business picked to run the public café inside City Hall has been at 100 W. Pecan St. since 2018. West Pecan Coffee + Beer will operate the City Hall café as a second location, so the original shop stays where it is.

Downtown East is going up a few blocks east of the historic core, and its first public-facing food space is going to one of the old blocks' own businesses. The best way to see what the new district will feel like is to spend a Saturday on Pecan Street this November.

A $223 Million District With Coffee From Down The Street

The scale is large. Downtown East covers 29 acres at the northwest corner of Pecan Street and FM 685. It includes a five-story, 107,000-square-foot City Hall and the 140,000-square-foot Monarch, plus public gathering space, retail, a parking garage, and extensions of Main Street and the city's hike-and-bike trail network. The Austin American-Statesman put the total at $223 million, paid for with voter-approved bonds, certificates of obligation, money from the city's community development corporation, and a tax increment reinvestment zone.

City Hall's café sits on the first floor at 605 E. Main St. City Council approved the lease on first reading on Sept. 8 and gave final approval at its Sept. 22 meeting. The lease runs from November 2026 through Jan. 1, 2030, and the café is expected to open in January.

The city explained its choice in plain terms. "Choosing a local business for City Hall was important to us as we made plans for the building to activate a third space for our community, where people can relax and spend their free time," Mayor Doug Weiss told Community Impact. Deputy City Manager Emily Barron told the same outlet that West Pecan's commitment to third spaces, meaning social places apart from home and work, was part of the reason it was selected.

On Pecan Street, that kind of gathering place has been running for years, with the West Pecan storefront at its center.

The Old Blocks Already Run A Downtown

The Pecan Street Collective is a group of downtown small businesses that hosts a Maker's Market, usually on the first Saturday of each month. Vendor booths set up in front of the host businesses, and the market gives artisans and food vendors a place to sell before they commit to a permanent storefront.

The host list doubles as a short walking map of the historic core:

Host business Address
West Pecan Coffee + Beer 100 W. Pecan St.
Ceramics N More 101 W. Pecan St., Ste. B
Hassell Dental 200 W. Main St.
Foote Notes 401 W. Pecan St., Ste. E
Pfun Arts 401 W. Pecan St., Ste. F
The Merc 403 W. Pecan St.

Back in 2022, West Pecan owner Mary Foss told Community Impact that the Collective brings shoppers to its vendors and to nearby businesses. She also said she hoped the markets would draw people from other towns to downtown Pflugerville. Four years later, the city is borrowing that same idea for its new civic building.

The 401 W. Pecan building is also growing. Pfun Arts set an Oct. 24 grand reopening to mark an expansion that adds a fine-art gallery and exhibition space, an open studio and creative workspace, and areas for education and specialty workshops. An artisan boutique is listed as coming soon.

A Downtown Saturday In November

Two November dates on the Collective's market calendar are worth planning around. Both run from 9 a.m. to 2 p.m.

  1. Saturday, Nov. 7. This is the regular first-Saturday Maker's Market. Start with coffee at West Pecan, which opens at 7 a.m. daily. Then walk west along Pecan to Ceramics N More and the 401 and 403 W. Pecan buildings, where Foote Notes, Pfun Arts and The Merc share the block.
  2. Saturday, Nov. 28. This is the Collective's Small Business Saturday market, the day after Black Friday. It is the same layout on a heavier shopping weekend, and the timing fits anyone shopping for the holidays.

After the market, Main Street has the afternoon. The Victory Tap, a locally owned spot at 111 E. Main St., has been part of downtown since its soft opening in November 2022. Hanover's Draught Haus, the historic downtown bar and live-music venue on East Main, rounds out the evening.

Last December, the city's Pfestival of Lights ran downtown from 4 to 7:30 p.m., based at 100 E. Main St. The 2026 details will be posted on the city's holiday events page.

The New District Opens In Stages

Downtown East will not open all at once. Here is the schedule from the Sept. 22 update to City Council, as Community Impact reported it:

Milestone Timing
Monarch staff training begins November
Substantial completion Dec. 18
City staff move into City Hall Late December
City Hall opens to the public Jan. 4
Current recreation center closes Jan. 10
Monarch soft opening Mid-January
City Hall ribbon cutting January
Monarch ribbon cutting February
Grand celebration, alongside Slice of Pflugerville April

The Monarch dates depend on the source. The Statesman reported that the building would be finished in December and open to the public in February. If you use the current recreation center, the most practical date is Jan. 10, when it closes. The gap between that date and full public access at the Monarch could be several weeks.

When the Monarch does open, it will have four convertible high school-sized basketball courts, an indoor pool with a lazy river and water slides, an indoor turf field, an indoor walking and adventure track, a multigenerational lounge, and an indoor play structure with childcare. It will also have a stand-up water slide that city officials describe as the only one of its kind in Texas. City Hall will bring 11 city departments together under one roof and house the Council Chambers and the Municipal Court. A fifth-floor event space will have a terrace overlooking Downtown East.

Main Street Gets A New Signal At FM 685

The new district connects to the old one along Main Street. As part of the project, a new traffic light is going in where FM 685 meets the extended Main Street. That signal will shape most trips between the historic blocks and City Hall, especially after the café and the Monarch begin drawing daily visitors.

Some residents have told council members they are worried the light will back up traffic, Council Member Melody Ryan said at the September meeting. According to Barron, the city and the Texas Department of Transportation are reviewing how the intersections are spaced and how the signals are timed. "There will be some adjustments, I'm sure, as needed with any construction activity to ensure the flow of traffic goes swimmingly across the corridor," she told Community Impact. Expect the signal timing on FM 685 to change through the first months of operation.

The Chains Went To Stone Hill

Pflugerville's other new restaurant openings this fall make the downtown choice easier to see. CAVA opened on Oct. 21 at 18709 Limestone Commercial Drive in Stone Hill Town Center. Hopdoddy Burger Bar, which shares the same new building at 18708 Limestone Commercial Drive, scheduled its opening for Oct. 27. National and regional brands are going where the retail centers already are, near SH 130.

So far, Downtown East has filled its one public-facing food space from Pecan Street. Phase 2 of the district is expected to bring more commercial and residential development and possibly office space, but its timeline and start date have not been finalized. For now, the businesses that will set the tone east of the old blocks are the same ones hosting booths in front of their doors on the first Saturday of the month.

If you own a home within walking distance of Pecan Street or Main Street, Downtown East is about to become part of how buyers see your block.
